Biography
Alexandru-Florin Rogobete has been Minister of Health of Romania since June 2025. He previously pursued a political and administrative career in the field of health, serving as State Counselor of Secretary of State (2020–2021), Secretary of State within the Ministry of Health (February 2023–December 2024), and subsequently as Member of Parliament and Chairman of the Committee on Health and Family of the Chamber of Deputies (December 2024). In these capacities, he coordinated the implementation of the National Recovery and Resilience Plan in the health sector, overseeing programmes exceeding €2 billion, dedicated to the modernization of medical infrastructure, digitalization, and the development of hospital services.
The main projects and administrative reforms under his coordination include:
Reform of hospital governance – management contracts based on performance indicators, competitive procedures for leadership positions, evaluation of department heads and medical teams based on performance indicators;
Investments in medical infrastructure – construction of new hospitals, rehabilitation of hospitals, sustained development and modernization of healthcare units to reduce healthcare-associated infections, increasing neonatal intensive care capacity, strengthening of family medicine through rehabilitation and equipment of practices, as well as the construction and development of integrated community health centres;
Digitalization of the health system – integrated platforms for appointments, the electronic health record, patient feedback mechanisms, as well as projects in artificial intelligence and telemedicine;
Expansion of critical care networks – programmes for stroke treatment (AP-AVC), ECMO networks, burn centres, oncology and paediatric facilities;
International partnerships – bilateral agreements Romania–USA (robotic surgery, medical training), Romania–Netherlands, Romania–UAE, as well as European-level collaborations in health security and pharmaceutical regulations;
Public health campaigns – “Time Means Life” (ACV), patient education programmes, and the platform “Trust Makes Us Well.”
He holds a dual academic background in chemistry and medicine. He graduated from the Faculty of Chemistry of the West University of Timișoara (2013), where he also completed a Master’s degree (2015). In parallel, he pursued studies at the Faculty of Medicine of the “Victor Babeș” University of Medicine and Pharmacy in Timișoara (2019), where he subsequently obtained a Master’s degree in Social and Health Services Management (2022) and the title of Doctor of Medicine (2024). He is currently Assistant Lecturer at the “Victor Babeș” University of Medicine and Pharmacy.
As a specialist physician in anaesthesiology and intensive care, he has published more than 50 internationally indexed scientific articles and has coordinated clinical research projects in the fields of sepsis, genetic and epigenetic biomarkers, critical patient monitoring, and antioxidant therapy. He has also served on the editorial boards of international journals, including Scientific Reports (Nature), Frontiers in Anesthesiology, and the European Journal of Trauma and Emergency Surgery.
In addition to his political and academic activities, he has been a member of the boards of administration of several strategic hospitals, including the Bagdasar-Arseni Clinical Emergency Hospital, the Grigore Alexandrescu Emergency Clinical Hospital for Children, and the National Institute of Geriatrics and Gerontology “Ana Aslan.” He is a member of distinguished professional organizations such as the American Society of Anesthesiologists, the European Respiratory Society, and the Romanian Society of Anaesthesiology and Intensive Care.
