Description

Alice RUFO was born on 9 April 1980 in Toulon (Var). An alumni of the École normale supérieure (rue d'Ulm, class of 2001) and of the National Administration School (Émile Zola class, 2010), she also graduated from Sciences Po Paris (2004) and the University of Paris 1-Panthéon Sorbonne.  She began her career in the Middle East and North Africa Directorate of the Ministry for Foreign Affairs, before joining the General Secretariat for Defence and National Security (SGDSN) in 2011 as rapporteur for the update of the White Paper on Defence and National Security. During this period (2010-2011), she was also a higher education lecturer in public law and general culture in Sciences Po Paris.  After returning to the Directorate for Strategic Affairs of the Ministry for Foreign Affairs, she joined in 2012 the Presidency of the French Republic as Strategic Affairs and Asia-Pacific adviser, then as adviser in charge of International Summits, the Americas and Asia-Pacific.  Appointed as public auditor to the French Audit Office, she was recalled to the Diplomatic Unit of the Élysée in 2017, first as Asia, Russia, Turkey, Caucasus, Balkans and Refugees adviser, then as deputy diplomatic adviser (2019), taking on additional responsibility for Strategic Affairs and Disarmament (2020).  On 5 October 2022, she was appointed as Director General for International Relations and Strategy at the Ministry for the Armed Forces by the Council of Ministers as from 1 November 2022.  On 12 October 2025, on recommendation of the Prime Minister, she was appointed as Minister Delegate to the Minister for the Armed Forces and Veterans by the President of the French Republic.  Mrs Rufo is Knight of the National Order of Merit (2023).  She is married and has one child.
