Description

Thomas Hallaran is the Co-Founder and CTO of Capitol AI, bringing over a decade of experience in technical product management and software engineering. He has consistently delivered innovative solutions to complex problems, creating significant value for both government and private sector clients. Before founding Capitol AI, Thomas was the Director of the Artificial Intelligence Center of Excellence at the United States General Services Administration (GSA). In this capacity, he led cross-functional teams of federal employees and private sector contractors to implement AI projects across various federal agencies, including USDA, HHS, and DoD. He also served as a technical advisor to the US Technology Modernization Fund (TMF), helping to mitigate technical risks and support the allocation of the fund, which now exceeds $1.2 billion, to technology modernization projects across the government. Thomas's career also includes consulting for Fortune 500 companies such as AT&T, Bank of America, and Google. He co-founded Foodshed.io, a local food distribution startup, and served as VP of Engineering at Selectable Media, a NYC media startup, where he grew the team and scaled the technology before its acquisition by Meredith Corporation. Thomas holds multiple patents in data visualization and AI. He has a BA from Columbia University and began his career as a bioinformatics engineer at the McDonnell Genome Institute.
